How can improve my pendulum and tomahawk serves as I cannot do them consistently spinny?

If you are starting to get spin on them already you are doing well. Now it is a matter of practicing a lot of times. It can take many hours to get serves correct to a stage where you can use them in a match situation. It is a very fine skill that takes time. So persevere and get out onto the table as much as you can and you will find that your serves will improve.
