Returning high slow topspin

I have another question.

When my opponent is playing topspin I find it quite easy to block but when my opponent starts to spin really slow and a a little bit higher and with more topspin this isn't as easy. At the moment my bat touches the ball the ball goes up and over the table. When I try closing my bat a little the ball most of the time doesn't fly over the table, but he goes really slow so my opponent smashes that ball. Or my block just simply doesn't make it over the net. 

How can I return these slow and quite high topspin balls and without them smashing my returned ball?
