How do you know when you have become good at a stroke? Does it have to do with how many times you can hit the ball on the table, and if so, then how many times? Thanks.

I think the number of times you can hit it is certainly one guide. I would say if you can hit it 100 times in a row you have the basic technique correct. Once you can hit it 100 then 500 is very possible.
The next thing is to be bale to speed up the stroke especially your topspin type strokes.
Then think about playing the stroke under pressure, in a match situation. If you can do these things then I think you will have mastered the stroke.
