Kaif,I would not look at the numbers too much.
They differ from manufacturer to manufacturer.
For example Yasaka uses numbering at around 15 (example:Mark V has stats 18,17,17,order of numbers is Speed,Spin,Control)
Revspin ranks all from 0-10,so the numbering is different( Mark V has 8.0,8.2,8.7)
Even our local sellers have different numbering: one of them uses Yasaka's numbering as he is the major importer of Yasaka.
Another e-shop just 200m away from the previous uses its own numbering and his MarkV stats are 92,95,71.
Megaspin.net,e-shop,also uses different numbering: Mark V has stats 90,90,78.
SO as you see, those numbers are useful maybe only when comparing two rubbers of the same brand, and even then they can often be misleading.

Kaif,be aware that control, spin and speed are very hard or impossible to measure, when it comes to table tennis bats.
Control is pracically immeasurable.
Spin and speed are measurable only under extremely strict circumstances.
ALso,be aware that combination blade+rubbers heavily affects those stats too.
That makes spin and speed also immeasurable,as you would have to test EVERY  blade-rubber-rubber combination.
Taking Revspin's database as the biggest list of equipment I know, there should be 1732 types of rubbers, from that 355 pimpled, and 2332 types of blades.
Given this, you would needto measure immense 6 995 589 568 combinations, not counting with varying thicknesses.
So forget about those numbers.....they can maybe help differ OFF from DEF.
And even not in all cases.
Beside that,to be honest,I have also been lying in those numbers a lot in the past, and I have NEVER SEEN a rubber with all three stats over 100 :)

Regarding lightweight....I am not equipment expert either, but I know that Balsa blades are very light. (be careful, they are very sensitive to impact and break really easily).
Many brands sell Balsa blades.
Regarding rubbers....Avoid Victas, they make really heavy rubbers.....Maybe try STiga.
Though,I have little experience on this as the differences between rubbers are usually a few grams.
