How important would you say it is for a beginner around a rating of 700 to play with a rubber with less speed and more control vs using a tenergy rubber with super speed? i'm currently using Tenergy 80, and I have this gut feeling inside saying to get something a lot slower with more control until I'm a lot more consistent.

Your gut feeling is right. I think it is really important that you get a slower rubber that will give you more control so that you can learn your strokes well.
The thickness of a table tennis table is the most important aspect of a table to ensure you get a true consistent bounce. Other things to consider are the net, portability, and storage space.
