Yes, the key to generating topspin is to get the ball spinning forward. You can do this by brushing over the top of the ball or up the back of the ball depending on what type of serve you are using.

I'd recommend watching Master Topspin, Backspin, and Sidespin Serves to get a good understanding of how to generate different spins, then pick one style of serve to practice and develop. I'd suggest picking either the Tomahawk Serve or the Pendulum Serve to start with.
