My personal experience is while push returning ball with heavy or medium underspin during serve or rally, the ball jumps little high over the net and are often attacked by the opponent. Please suggest how to push the ball effectively, so that, it remains low after bouncing at opponent's side and the opponent finds it difficult to attack my return.

The main thing is to get the angle of your racket right for each situation. This changes subtly for each shot due to the spin and speed on your opponents shot.
If there is more backspin you need to open the angle of your racket (face it a little more to the ceiling). The shot also depends on how much you brush under the ball.
The best thing to do is practice a lot of pushing balls against a variety of opponents and types of shots so that you start to develop a feel for the subtle changes of angle of your racket.
As simple as it sounds the best way to deal with this situation is to "aim lower". Now you might think that this is a little too simplified but try it... you will actually be amazed at the results.
Now that you have the forehand topspin going well, it is time to get some more speed on it.
