If there is a rating system that rates players individually while only playing doubles, would you direct me to it, please?

Hi Tim,
There are rankings established by the ITTF.
Take a look at this page on ITTF Rankings.
In there you will find Ranking for players as individuals in doubles events as well as Rankings for Pairs playing together.
