Hi Murray,
There is no clear line of distinction of when a counterhit becomes a topspin. However, the counterhit tends to be a shorter stroke and the topspin tends to be longer and as the name suggests generates more topspin on the ball.
We try to teach them as extensions of each other. The counterhit can easily move into a topspin by lengthening the stroke and brushing the ball more on contact.
The push has some backspin on the ball.

The forehand counterhit or forehand drive is the foundation for more attacking strokes such as the forehand topspin or forehand loop. There are 3 critical factors:
If you concentrate on these 3 factors then your stroke will become extremely consistent. Once you can reliably hit 100 balls in a row then you are ready for more attacking strokes. If you can hit 1,000 balls on in a row then you know you've truly mastered the stroke.
