i know i have to use topspin to counter chops but in some matches i watch sometimes the offensive can constantly attack. how do i know when i need to use topspin to counter the backspin and when i can directly attack?

You should play a topspin stroke most of the time when attacking against choppers. The topspin will allow you to have a greater clearance over the net and hence a higher level of safety when playing your strokes. If the ball is quite high then you will be able to execute a smash.

The key when playing against choppers is to read the amount of backspin your opponent places on each ball. You will need to adjust your stroke depending on the amount of backspin on each ball. Watching the ball really closely will help you with this.
