is the bat allowed to hit the table during any time?

Hi,
The bat is allowed to hit the table any time. Of course you are not allowed to deliberately just smash your bat into the table.

Side of Table
If the ball hits any part of the top of the table then the ball is in play. If it only hits the side of the table then it is out.
