while blocking is it just to keep the bat where the ball is or is it to hit the ball

The length of your stroke depends on the speed of the ball.
If the ball is coming to you very fast you can get away with just holding your bat at the ball and adjusting the angle of your bat to ensure the ball goes back onto the table.
If you have a little time it is good to have a small stroke to get some control of the ball. By following through a little on the block you will get the ball spinning forward with a bit of topspin that will help with putting the ball where you want it to go.
