what is the best way to execute a short serve?

Silly as it sounds the best way to do a short serve is to put a target on the table where you want the ball to land on your opponents side and then practice serving to that target.
There are a lot of technical aspects of serving short that get too numerous to think about while trying to serve.
One principle that is important is to bounce the ball fairly close to you on your own side of the table. Secondly, hit the ball directly into the table to generate some speed as well.
Try the target idea. You will be surprised at the results. Give yourself 10 to 15 minutes of serving regularly to see some improvements.
