I currently use a recreational racket, probably cost 15 dollars. Will upgrading to a new more expensive bat/rubber improve my game?

It may do. You don't need to get anything too expensive but maybe upgrade to a better Premade bat. Look at spending no more than $90 or so.
Improvement I think more depends on your ability to improve your own technique.
There's is an old saying about guitar playing - tone is in your fingers. And If you've ever seen a really good guitarist play an old guitar then you'll understand how true that saying is. I know we go on a lot about this topic but it is so true. Once you've got yourself a decent bat, it's no longer up to the equipment, it's up to YOU!

The key to a good bat is to be able to generate some spin. The rubber must be grippy in order to do this. For people starting out, a pre-made bat is a good option as long as it is from a reputable Table Tennis brand.
Once you start to improve, we recommend getting a custom made bat as your second bat.
And as Alois said, the most important thing to concentrate on is your skills. So get yourself a decent bat that allows you to spin the ball and then focus entirely on improving your game.
