In playing a service especially short, are the touch between the rubber and the ball same with the one in slow looping?

They are similar contacts. They are both brushing contacts. The short serve may be a little finer than the loop contact.
Once you've mastered the start and finish position of the forehand topspin, you can start to focus on finer details.
