At home I have a smaller table tennis table, brand name Butterfly or something. Is that good for practice or should I use the standard sized table?
And also how can I overcome a player who uses low and short forehand and counterhits all the time to the point that it becomes like a short hit rally thing if you get what I mean. Thanks.

Firstly with the small table, it an have limited benefits for practicing your short game and touch but it is much better to use a normal size table when you can.
For the player that hits the forehands short and low, you need to look for the first opportunity to make an attacking shot and then try to use your topspin to good effect. Usually the first player that can gain the attack will win the point.
There's is an old saying about guitar playing - tone is in your fingers. And If you've ever seen a really good guitarist play an old guitar then you'll understand how true that saying is. I know we go on a lot about this topic but it is so true. Once you've got yourself a decent bat, it's no longer up to the equipment, it's up to YOU!
