Hi Shoaib,
Yes absolutely. In fact to improve your game you need to impart spin on the serve. We have a series on our site, Serving Secrets which shows you how to develop your serves with spin.

Variation of Speed
Varying the speed is different from varying the length. You can have a fast short serve and a slow short serve. You can also have a fast long serve and a slow long serve.

But you aren't allowed to impart spin as you throw the ball up. You should learn to spin the ball with your bat as Alois mentioned so you can improve your service. Good luck!
