Speed changing of blades

Sir, certain manufacturers state that one can increase or decrease the speed of the blades. Please tell me what do they really mean.Eg: http://www.gkitabletennis.com/table-tennis-blades.html
Does it refer to adding different rubber? I found answer neither in google search nor in You tube. Please help me.

Hi Deepak,
This is just a gimmick. You can alter the balance in the handle by shifting a little weight inserted into the handle.
Don't bother too much about it. Just focus on hitting more.

Thank you sir, is mark V HPS really better than Mark V?
I think just faster which may be better depending on your game.
