I want to ask about how to generate topspin on the short pendulum serve?

because I think that this serve is available to trick the opponent

Take a look at this previous Ask the Coach question on How to do a short fast serve to see how to do it. You are right, it can be a useful serve.

thank you for the answer but what I really want to ask is how to put topspin on it and make it still short

To make the topspin serve you need to brush up on the ball quickly. Get the first bounce close to you. You need to put a lot of topspin to get it to dip quickly after it bounces the first time on their side.
