Hi George,
To make a topspin serve you need to brush up on the ball during your service action.
You can do this in two ways. Either going straight over the top of the ball or brushing up the back of the ball. Either way you will generate topspin.

Variation of Speed
Varying the speed is different from varying the length. You can have a fast short serve and a slow short serve. You can also have a fast long serve and a slow long serve.
