A friend of mine who claims he was a very good player in college many years ago, want to play me, but he will only use the sand paper racket he used years ago. What are the characteristics of these rackets that I need to be aware of and what tactics are best used against this type of opponent?

The sandpaper rackets can't generate much spin. They are basically a hard bat. If you can play with a lot of spin it will be difficult for the sandpaper racket to cope with it.
The thickness of a table tennis table is the most important aspect of a table to ensure you get a true consistent bounce. Other things to consider are the net, portability, and storage space.

I know that if the racket doesn't generate much spin, then it is not that sensitive to the incoming spin. it looks like sand paper rackets are anti-spin.
