This does happen reasonably regularly unfortunately.
Completely technically the rubber is illegal but in most cases you will get away with it. If you are playing in an international tournament yo may be in trouble but if it is in local competition I am sure they won't worry about it.
If you still have the piece of rubber that has chipped away you can try to re-glue it to the rubber.
The chip won't effect the performance of the bat. One thing you can do is just colour the bat in with a marker pen so that it doesn't look so obvious.
