Plastic Ball

Reading between the lines of the interesting new technical leaflet about ITTF ball testing http://www.ittf.com/stories/pictures/T3_Ball40mm_BoD2013.pdf , I got the impression that ITTF postponed a final date for obligatory use of the plastic ball, instead they introduced plastic ball testing, so they may release the ball on the market, allowing the use of the plastic ball initially without banning the traditional ball in the early stage. Do you have any insight on that?
