I’ve got my forehand topspin swing down and I am able to generate a lot of topspin yet I still can't get the ball on the table! does the position where you play the forehand topspin matter and where you would play it? Every offense player in my club almost always plays a topspin in the middle of the table and I usually have my legs almost under the table and my hips a few inches away. Should I practise generating more spin or change my position?

Still work on generating the spin on the table but you may want to try hitting the ball from a little higher. Sound like you are letting the ball drop quite low.
