I have a table tennis bat 'Stag powerdrive'he rubber of the bat is not attached to bat completely.
So is it necessary to use TT glue for sticking it, or any ordinary glue like fevicol or feviquick will do?

You should use proper Table Tennis glue otherwise you will find the rubber will be difficult to take off when you want to change it. It is also technically illegal to use any other glue.
The thickness of a table tennis table is the most important aspect of a table to ensure you get a true consistent bounce. Other things to consider are the net, portability, and storage space.

How many (ml) glue that we need to glue 2 sides of bat? Is 20 ml enough?
