Does hitting a ball that on a surface that isn't a ping pong table damage the ball?

It can damage the ball especially if the surface is hard like concrete or bricks. The ball will break easily.

I assume that is one of the new plastic balls. How would the celluloid balls compare ?

I play outside on stone tables and use the same balls now for a long time and no one ever broke. They are celluloid DHS Double Circle balls. I just looked at the Table Tennis Database and they have the best rating for durabilty of all celluloid balls.

Someone writes in a review there:
"For durability, these balls never brake, unless you step on them. I use 50 balls for multiball training and none have ever broken. I use 7 balls for training and none broke. No matter how hard I hit, how many edges do I hit, these balls never fracture or break. Way better feeling, than Joola Magic, Butterfly Youth Training, Donic Coach, Sanwei Training ball."
