In case of long balls, topspin and backspin both are easier to make. But, for short balls i am having problems to have a chop/ backspin specially forehand. please help me.

You are right, the forehand push can be quite awkward. Think about only using your wrist and forearm rather than your whole arm. When you use all of your arm for the forhand your elbow gets in the way.
So think about keeping your elbow in a neutral position where it feels comfortable and then use the forearm and wrist from there.
