is it OK or sound technique to engage a bit of shoulder moving forward (letting elbow & wrist relax & hang, going for a ride like a door off of hinge) as I switch weight from right foot to left?

It is good to use the shoulder like a hinge. It will move forward as you rotate your waist. Keep the shoulders aligned. The twist comes from the torso.
The banana flick has become one of the most important returns in table tennis. It allows you to attack almost any short ball and places your opponent under immediate pressure. Still it is a difficult stroke that takes a lot of practice to master.
