Hi Leon,
A smash is a flatter contact with the ball going faster and more directly onto the table.
You should use the smash only when the ball is high enough for you do so. That is usually when the ball is around shoulder high or higher. When it is up that high there is enough margin for error with the straight line the ball will make. When the ball is lower the topspin helps the ball to dip onto the table after it has cleared the net.
Although this is a very simple lesson, the idea applies to every level of player. Developing control and keeping the ball on the table is the most important skill in Table Tennis.
