I always cut until so high! So, how to cut smaller?

The key to backspin or what we call chopping is the angle of your bat and the brushing contact.

You need to have the bat facing upwards and brush the ball on contact.  Think about brushing the bottom part of the ball forwards.

If you have your bat facing up and have a flat contact the ball will go high.
