Hello,
Being a beginner I bought a new tt racket. When I play with my racket, the tt ball slows down and it seems like the ball sticks a bit on the tt racket.
What could be wrong?

Some of the beginner pre-made rackets do have a very grippy surface. At first it is almost too grippy and the ball doesn’t come off the bat well. After a day or so that will wear off and the ball will bounce off better.

Would cleaning up the rubber with water (or something else?) help out or would it destroy the racket?
Play with the racket currently has been impossible.
Yes, just wiping it with a damp cloth will help, but just hitting the ball on it often will probably be better. Even if you get a ball and bounce it up and down on the racket repetitively this may be good.
