Which part of the surface of the bat is best to hit a table tennis balls, and also which angle to the horizontal table should the bat be held for better control and consistency in topspin?

For more control and consistency hit the ball in the middle of your racket with your racket almost vertical to the table. If you want to generate more topspin hit the ball closer to the front edge of the racket and tilt the bat forward.
