Advice against short pips

I remember when I was still a premium member you said that spin is a better tactic than speed. So I did that when training against short pips player. But my community club chairman told me that I should go for speed instead. What are your thoughts?

The short pimple players usually like playing faster whereas they tend to struggle with the spin ball.
