I watching the video in which Jeff was talking about third ball attack. How to develop that skill? Whether this skill might vary depending on the opponent we play? Stronger opponents does not give room for a third ball attack. In such cases, how to go about it?

Having an effective third ball attack depends a lot on your ability to set it up with your serves. The first step is to improve your serves. Then you need to work hard on making a topspin stroke from anywhere on the table. You can do this by a series of match drills that focus on this.
Start by practicing a match drill with a short serve and long push return to your forehand. Then topspin this ball. You can then move on to having your partner push the ball to your backhand side and you making a backhand topspin from there. The third step in this practice would be to get your partner to push the ball back anywhere on the table and you then make either a forehand or backhand topspin.
Practice these drills for a few weeks and you will see the improvement.

In the first week of your preparation we focused on the consistency of your third ball attack. This week, since the third ball is so important, we are going to continue working on this. However this week we are going to focus on placement. It is really important tactically to think about where you are going to play the ball. We build upon the drills from last week so you can improve the effectiveness of your third ball through placement.
