I was wondering what is the ideal service placement, speed and spin to use against choppers.

In general it is good to serve short to a chopper. This forces them to come in close to the table. If you can then attack the next ball it will be more effective.
Of course there is no strict rule with this as it depends on the strengths of your opponent.
When playing penhold players it is important to remember to first analyse your opponent as you would if they used any grip. What are their strengths and weaknesses? A common weakness of penhold players is their forehand block especially against a slow spinny topspin. Their backhand may be a weakness if they use the traditional style, or you may wish to explore the crossover point if they are using the reverse penhold backhand.

As a chopper,I can say that it is quite effective
That is why I learn flicking to prevent this strategy.
