Hi Tim,
Yes you have to throw the ball up at least 16cm from your hand.
Here is the first part of the service rule.
2.06.01 | Service shall start with the ball resting freely on the open palm of the server's stationary free hand. |
2.06.02 | The server shall then project the ball near vertically upwards, without imparting spin, so that it rises at least 16cm after leaving the palm of the free hand and then falls without touching anything before being struck. |
In this video we go over the somewhat complicated rules of serving for doubles in table tennis. There are a couple of extra rules for doubles that you don't apply to singles. In doubles you always serve from the right hand box diagonally to your opponent's right hand box. Each player has 2 serves each. If you've just been receiving then it's your turn to serve next.
