Definitely not! If you do that the ball will have water on it and will not react properly.

It might appear strange but recently I bumped into an opponent whose ritual was to kiss the ball, as if he was treating the ball as a lover who will be with him. He happened to have lots of net balls too, in which case he would kiss the ball in gratitude.
For sure he would wipe the ball every time, to be in line with the rules, but still I found the behavior very irritating.
So, "why would you want to lick the ball?" There you go.

You could always lick balls in your spare time at home if that's what you're into, but I wouldn't recommend it during a game.

Yes players used to do this a bit to get the dust off the ball. No sure about the health of this though.
