From your video anticipation, it seems that the only way to improve ones reaction times is experience. I was thinking: are there simply drills that improve reaction times?

Yes I think that if you are doing drills that cut down your time then you will push yourself to react faster and watch the ball more carefully.
Getting your training partner to increase the speed of their blocking for drills or making the placement more random will help.
Things like faster multi ball can be good purely for cutting down the time you have. However, be careful because you are not getting the same feedback from the player playing a full stroke that is important to develop as well.
When playing a game, you need to think about where you place the ball. Every player is different and you should have an understanding about where their weak spots are. You should think about this for when you are attacking, blocking, serving and receiving. The weak spot may vary between these different parts of their game.
