You always say when we serve a backspin serve to our opponent who is having a long pip on his backhand and he pushes it will return as a topspin ball. Is the same principle applicable for a short pimple player will the return be a topspin ball?

No the same won't happen. The short pimples acts more like a normal rubber just with less spin.
