Hi Sam,
To counter a forehand topspin serve you can hit ove the bal, either flat or with topspin of your own. You need to angle the bat down a little to counteract the topspin otherwise the ball will fly off the ned of the table.
When returning any type of spin use the angle of your bat to counter the spin.
